Government (Basic policy documents, etc.)
"e-Japan program" (Jan. 2001), the Basic IT Law (entered force on Jan. 2001), and other basic policy documents can be viewed from this site. Cabinet-wide "IT Strategy Headquarter" was established under the chair of the Prime Minister on Jul. 2000.
Public Management, Home Affairs, Post and Telecommunications (Soumu-sho)
The former MPT (Ministry of Post and Telecom.) was merged with several other ministries and agencies after the government reshuffle on Jan. 2001. The new ministry with so long name is in charge for telecommunication policy. It's "Information and Communication Site" provides basic policy documents about telecommunication policy.
Economy, Trade and Industry (METI)
METI is in charge for promotion of e-commerce. The Electronic Signature Law (entered force on Apr. 2001) and related e-commerce policy documents, regional cooperation programs (APEC, etc.) are available from METI's "e-Commerce & e-Government" site.

Monthly statistics on total number of users and its breakdown by connection channel (dial-up, CATV, mobile phone, DSL) are available from Soumu-sho site. see its STATISTICS pages. Number of dial-up users is an estimation, while number of other type users are based on reports from service providers.

the Telecommunications Business in Japan (February 2001)
